Initiatives to engage applicants and recipients: CIRNAC, through the Federal Interlocutor's Contribution Program (FICP) – Project Stream, will continue to fund not-for-profit Métis, Non-Status and other off-reserve Indigenous organizations to engage with their members and develop policy recommendations to government that reflect the needs and priorities of their members. As a part of this work, CIRNAC FICP relationship advisors will continue to have regular discussions and meetings with existing and potential recipients to determine their interests in and eligibility for the FICP.

Initiatives to engage applicants and recipients: Inuit-Crown supports the Nanilavut initiative, which assists Inuit families in finding lost loved ones who were sent away from their communities for treatment during the tuberculosis epidemic of the 1940s to 1960s. Nanilavut means "let's find them" in Inuktitut. Funding is provided to increase awareness of the tuberculosis epidemic, conduct research and disseminate information to Inuit families about their family member(s) who were sent away, provide health supports to families and communities to help bring closure and begin the healing process from the tuberculosis epidemic era, provide compassionate travel for family members to visit gravesites and/or cemeteries in order to honour the deceased family member(s), and organize commemorative and reconciliation events to honour family members who did not return home and recognize this significant part of Inuit history. This initiative was extended from 2021 to 2026.

Initiatives to engage applicants and recipients: CIRNAC is engaging with the Assembly of First Nations and other Indigenous partners to co-develop a detailed reform proposal including the establishment and implementation of a Centre for the resolution of specific claims. Co-development will be informed by an engagement process that will facilitate input from Indigenous organizations and Indigenous regional representative organizations, as well as First Nation communities. The process is guided by shared co-development principles identified through the work of a joint CIRNAC-Assembly of First Nations committee and the Specific Claims Implementation Working Group.

General targeted recipient groups:

Initiatives to engage applicants and recipients: CIRNAC will engage recipients through the co-development process of the Indigenous Climate Leadership Agenda. This will include engagement at the national, regional, community and rights-holder levels. The results of the engagement and co-development process will include recommendations to the government that can improve how climate programs are delivered to Indigenous Peoples and how climate policy is developed with meaningful inclusion of Indigenous Peoples.

Additionally, the Northern REACHE program, through 'Wah-ila-toos' (the Indigenous and remote communities clean energy hub), will engage with Indigenous Peoples in the North to inform the development of a comprehensive federal strategy and programming to support Indigenous, rural and remote communities as they transition to cleaner and more reliable sources of energy, that advances the Indigenous Climate Leadership Agenda.

Initiatives to engage applicants and recipients: Engagement with Inuit organizations will continue in 2023–24. This approach will ensure that decision-making around conservation is well informed by science and Inuit Knowledge, monitoring and input from northern partners. CIRNAC will provide funds for regional Inuit organizations to identify research priorities and to conduct studies to provide environmental and cultural information on important areas and inform decision-making on marine planning and the establishment of protected and conservation sites in the Arctic.

Northerners and scientists are engaged in the Northern Contaminants Program through 6 regional committees in Yukon, Northwest Territories, Nunavut, Nunavik, Nunatsiavut and the Inuvialuit Settlement Region and a multi-partner Management Committee (composed of federal, territorial and Indigenous governments, Indigenous organizations and academic institutions). Recipients and the public are further engaged through website updates, regular email correspondence, webinars, publications and online resources like the Polar Data Catalogue and the Northern Contaminants Program Publications Database, and through workshops and conferences, like the Northern Contaminants Program Results Workshop planned for fall 2023.

Initiatives to engage applicants and recipients: Initiatives include meetings to support devolution discussions, intergovernmental processes and collaborating with Indigenous organizations and governments through working groups and negotiations tables on a variety of topics including, but not limited to, housing and infrastructure. The devolution of responsibilities for land and resource management to territorial governments will strengthen northern governance by shifting decision-making powers and responsibilities from the Government of Canada to the Government of Nunavut through a robust negotiations process. This program supports legislation and policy initiatives, including reconciliation with Indigenous Peoples, the advancement of intergovernmental processes, and federal-territorial relationships.

Initiatives to engage applicants and recipients: The department will actively engage Indigenous and northern communities to ensure community perspectives are considered in the planning and remediation phases of remediation projects. In particular, project teams will continue to work with Indigenous partners to co-develop project specific governance agreements and socio-economic strategies that promote the full project lifecycle involvement of Indigenous Peoples. These engagements will also ensure that recipients are aware of transfer payment program requirements.

Initiatives to engage applicants and recipients: Nutrition North Canada works directly with Indigenous and northern partners in support of ongoing improvements to the program. The program provides direct support to the Advisory Board to the Minister; it serves as federal co-chair to the Indigenous Working Group, and it is recognized as a key partner to the Inuit-Crown Food Security Working Group. Nutrition North Canada also works directly with Indigenous recipient groups benefitting from the Harvesters Support Grant and supporting Community Food Programs Fund. This work directly supports reconciliation and commitments made to these groups with respect to joint measurement of results.

Nutrition Nord Canada initiated a co-development process in 2022 with a view to consult Treasury Board Secretariat prior to returning with an updated results framework by March 2023 that reflects the impact and significance of the northern retail subsidy, the HSG, and the Community Food Programs Fund, including their impact on different segments of society.
