Initiatives to engage applicants and recipients: An Assembly of First Nations (AFN) — Canada Joint Technical Working Group on Specific Claims has been working on process and policy reforms since 2016. Among other elements, discussions focused on issues around funding to First Nations to participate in the Specific Claims process. In 2019–20, the AFN led broad-based engagement sessions with First Nations across Canada that examined a variety of concerns, including funding. This collaborative work will continue throughout 2020–21 and culminate in joint proposals.

Initiatives to engage applicants and recipients: With regards to the Arctic and Northern Policy Framework, responsive engagement with applicants and recipients is expected to be in-scope under the ongoing co-development and co-implementation of the Arctic and Northern Policy Framework. Such engagements would focus on better aligning the Transfer Payment Program to the challenges and opportunities of implementation in the North and Arctic, and increased alignment of measurement and reporting of results among co-development partners.
Initiatives to engage applicants and recipients include meeting to support devolution, supporting intergovernmental processes and collaborating with Indigenous organizations and governments. The devolution of responsibilities for land and resource management to territorial governments will strengthen northern governance. This program also supports legislation and policy initiatives, the advancement of intergovernmental processes, collaboration with Indigenous organizations and governments, the appointment of Territorial Commissioners and general federal-territorial relationships.

Initiatives to engage applicants and recipients: Based on feedback from past engagements, the First Nation Adapt program and the Indigenous Community-Based Climate Monitoring program funded the development of a third-party website (http://www.Indigenousclimatehub.ca ) to engage recipients and to use as a community network tool. The website provides information on programming, links to resources, inspiring community projects and news about upcoming climate change events.
In addition, the First Nation Adapt program established an Indigenous Advisory Circle, and the Indigenous Community-Based Climate Monitoring program established a First Nation Advisory and Review Committee. These will be used to engage recipients and to provide ongoing guidance on program priorities and approaches.

Initiatives to engage applicants and recipients: The department will engage with Indigenous organizations, territorial governments, academia and environmental non-governmental organizations through the regional strategic environmental assessments. Development of the regional strategic environmental assessments also involve engagement with advisory committees (Inuit organizations, territorial governments, National Energy Board) to provide the department with advice.
The department will continuously engage Indigenous and territorial governments, and environmental non-governmental organizations, on how it can best support their meaningful participation in environmental assessments of major or regional projects in the territories.

Purpose and objectives of transfer payment program: The Group Independent Assessment Process program provides funding to qualified groups across Canada to support healing and reconciliation for group members, their families, and communities. This program provides an opportunity for individuals to come together as they go through their individual Independent Assessment Process claim and/or shortly thereafter. The overall objectives are:
- to affect healing by helping former residential school students who have been admitted to the Independent Assessment Process who share similar experiences (school, community, issues) to support each other in their journey towards healing and reconciliation
- to empower individuals by giving them access to tools and resources to develop, enhance and strengthen relationships between former students, their families, their communities, and with other Canadians in support of healing and reconciliation during the Independent Assessment Process and/or after their Independent Assessment Process hearing
