1. Develop a strategic, transparent framework to ensure clear definitions of roles, responsibilities, commitments, funding approaches and accountabilities for Post-secondary education.

In Budget 2010, the Government committed to engaged in a new approach to providing support to First Nation and Inuit post-secondary students to ensure that the students receive the support they need to pursue higher education. The new approach will be effective and accountable, and will be coordinated with other federal student support programs.

The findings in this Evaluation will be considered as the Department develops options for education reform.

Fall 2014

Status: Complete

Update/Rationale:
As of 31/12/2014:

  1. No decisions have been made on the reform of the Post-Secondary Student Support Program (PSSSP) or the University College Entrance Preparation (UCEP) program.

    Meanwhile, Program Guidelines were strengthened to increase accountability and the implementation of the Education Information System has increased reporting on results.
  2. Enhancement of the Aboriginal Bursary Search Tool

    The Aboriginal Bursaries Search Tool is a searchable list of more than 750 bursaries, scholarships and incentives across Canada, offered by governments, universities and colleges, private and public companies, individual Canadians, organizations and others.

    The majority of bursaries on this list target Aboriginal students but could vary by group such as First Nation, Métis or Inuit. Also, some bursaries are specific to a region, place of residence, a school, or a field of study.
  3. Partnership with Indspire.

    AANDC is working with Indspire to offer additional student awards to Aboriginal post secondary students.

Update/Rationale:
As of 31/12/2014:

The Indian Studies Support Program has been changed to the Post-Secondary Partnerships Program to better reflect the revised program guidelines' focus on labour market attachment and increased emphasis on partnerships with institutions and the private sector. This represents a first step in the broader evolution of post-secondary support for First Nation and Inuit students in Canada's aim at ensuring that students get the skills that they need to enter the labour market.

3. Work to develop data collection methods that allow for the reliable assessment of student enrollment and success. The Education Branch agrees that the data on student enrollment and success is not reliable. The Branch has revised its data collection instruments (DCIs) as well as the timing of the reporting process to improve the reliability and completeness of the data. The new DCIs will apply from 2012-2013 onwards, with the first set of data to be submitted by recipients in June 2013. July 2013

As of 31/03/2014:

The reports from First Nations on Post-Secondary Student Support and University and College Entrance Preparation programs for 2012-13 have been coming in since August 2013. As of March 2014, 55 reports are completed. 137 reports are conditionally accepted, 183 are under detailed review and 86 are in various stages of review and compliance, before being accepted as final and entered into the database. It should be noted that regional offices have given precedence to completing the K-12 Nominal Roll since it is essential to calculating funding levels for essential education services 2014-15.
