Why
On August 5, 2016, Indigenous and Northern Affairs Minister Carolyn Bennett appointed Mary Simon as the Minister's Special Representative (MSR) responsible for leading an engagement and providing advice on the development of a new Shared Arctic Leadership Model. On December 20, 2016, Minister Bennett tasked Ms. Simon with a second phase of engagement to develop advice on supporting a sustainable Arctic economy and strong Arctic communities.
The engagement builds on the commitments made in the US-Canada Joint Statement on Climate, Energy and Arctic Leadership.
Who
The MSR is meeting with a wide range of partners including:
- territorial and affected provincial governments
- Indigenous governments and land claim organizations
- representative Indigenous organizations
- non-governmental organizations, as appropriate
- youth and women
- industry associations
- researchers and research organizations with relevant expertise
The MSR is engaging with territorial governments, indigenous governments and organizations, and northerners to seek innovative ideas for advancing a Shared Arctic Leadership Model.
Given the constitutional standing of comprehensive land claim agreements (treaties), engagement with land claims organizations will be central to this process.
What
Canada is an Arctic nation. As the Government of Canada plans for the future of the Arctic region it is important to ensure the many interests and uses of the Arctic are considered, particularly for those that make it their permanent home.
Since the launch of this engagement process in August 2016, Ms. Simon has sought the views of Northerners and other stakeholders on the future conservation and sustainable development of the North. An interim report on the first phase of the engagement can be found online.
During the second phase of her engagement, Ms. Simon will explore new approaches to supporting a sustainable Arctic economy and strong Arctic communities. She will be providing targeted advice on ways that Canada can support our Arctic residents and strengthen the fabric of our Arctic communities.
