Introduction
Purpose
This document sets out the Indian and Northern Affairs Canada's (INAC) Evaluation Plan to assess the relevance and performance of its programs and covers the five year period from 2011-2012 to 2015-2016. It also contains performance measurement strategies to be approved by INAC's Evaluation, Performance Measurement and Review Committee (EPMRC). This plan provides for full evaluation coverage of all the grants and contributions administered by INAC as well as direct program spending to ensure full compliance with the Treasury Board Secretariat (TBS) Evaluation Policy by 2013.
Context for Evaluation
The April 2009 TBS Policy on Evaluation states:
3.2 Evaluation provides Canadians, parliamentarians, ministers, central agencies and deputy heads an evidence‑based, neutral assessment of the value for money, i.e. relevance and performance, of federal government programs. Evaluation:
- supports accountability to Parliament and Canadians by helping the
Government to credibly report on the results achieved with resources
invested in programs;
- informs government decisions on resource allocation and reallocation
by:
- supporting strategic reviews of existing program spending, to help
ministers understand the ongoing relevance and performance of existing
programs;
- providing objective information to help ministers understand how new
spending proposals fit with existing programs, identify synergies and
avoid wasteful duplication;
- supporting strategic reviews of existing program spending, to help
ministers understand the ongoing relevance and performance of existing
programs;
- supports deputy heads in managing for results by informing them about
whether their programs are producing the outcomes that they were designed
to produce, at an affordable cost; and,
- supports policy and program improvements by helping to identify lessons learned and best practices.
The framework for the systematic collection and analysis of performance information is the Department's Management, Resources and Results Structure (MRRS). Evaluations are organized along the strategic outcomes of the Program Activity Architecture (PAA) and cover all sub- and sub-sub-activities of the PAA.
The plan also includes program requirements for performance measurement strategies based on INAC's approach to performance measurement strategies. INAC's approach for performance measurement strategies is derived from the following requirement in Treasury Board's Transfer Payment Policy:
6.5.2 Ensuring that a performance measurement strategy is established at the time of program design, and that it is maintained and updated throughout its life cycle, to effectively support an evaluation or review of relevance and effectiveness of each transfer payment program.
The Annual Update of INAC's Five Year Plan for Evaluation and Performance Measurement Strategies
The 2011-2012 to 2015-2016 Plan for Evaluation and Performance Measurement Strategies proposes a comprehensive approach to the assessment of the Department's program activities, strategies and initiatives and is updated annually. Programs are strategically clustered for evaluation and performance measurement allowing for a focus on broader horizontal issues. This approach also supports annual reporting on results following the Department's PAA.
Planning Methodology
Documentation of INAC's "evaluation universe" was a critical first step in developing the plan to ensure its comprehensiveness. The Department's PAA, its grant and contribution programs, their authorities and expiry dates were all analyzed. The plan reflects INAC PAA elements / strategic outcomes and its grant and contribution programs.
A second step was to identify past commitments to, and central agency expectations for, evaluations, which required a review of departmental Treasury Board submissions' program authorities, management responses to Auditor General audits, and previous evaluations.
Following the completion of this analytical phase, consultations were held with responsible program managers to identify emerging areas not already captured as well as to validate proposed evaluation and performance measurement projects. Based on the analysis and consultations, the five-year plan has been updated and approved by EPMRC chaired by the Deputy Minister.
Coverage
The Evaluation and Performance Measurement Strategy Plan includes a total of 47 evaluations and 25 Performance Measurement Strategies over a five-year period, focused on INAC's key policy and program areas. The Evaluation, Performance Measurement and Review Branch (EPMRB) also undertakes a number of specialized research projects including the Annual Assessment on the State of Performance Measurement, not all of which are reflected in this plan.
Evaluations to be completed in fiscal years 2011/2012 to 2015/2016 are to provide 100 percent coverage of all the Department's grant and contribution authorities and direct program spending (excluding authorities and program expenditures related to the Residential Schools Agreement and excluding internal services).
In order to reach 100 percent coverage every five years, evaluations will need to cover approximately 20 percent of Departmental grant and contribution authorities and total program expenditures each fiscal year. The evaluations to be completed in 2010/2011 are on schedule for achieving the goal of full coverage. In order to ensure that the plan will achieve approximately 20 percent coverage each fiscal year, the Evaluation and Performance Measurement Strategy Plan will need to be updated when financial information is made available on the Internal Financial System.
Tables in the next section present forecasted evaluation projects and performance measurement strategies. Appendix A presents evaluation projects by sector and year. Appendix B presents performance measurement strategies by sector and year. Appendix C presents projects completed in 2010-2011. Appendix D presents evaluation coverage of INAC's PAA.
Timing
Evaluations have been timed not only to fulfill the five-year cycle requirements, but also to provide sufficient time (six months to one year in advance of program continuation) for program managers and decision makers to consider evaluation findings for policy or program design renewal. A central goal is to provide even and strategically clustered distribution of evaluation projects to balance the impact on program managers, regional operations, and across sectors as well as on the EPMRB.
Please note, however, that the evaluation projects identified below, as well as their components and timing, are subject to change, particularly in the later years of the five year cycle. Changes in evaluation requirements can arise from a number of factors, including the introduction of new policy and programs, the consolidation of program authorities, and/or the information needs of INAC and the federal government.
Similarly, performance measurement strategies are planned taking into consideration evaluation work, policy renewal and program renovation. Performance measurement strategies are intended to be "evergreen documents", to be reviewed and adjusted as necessary by programs on an annual basis.
Risk Considerations
The Treasury Board policy framework for determining risks and the risk assessment approach in the Policy on Transfer Payments were used to assess risks for evaluation and performance measurement scoping and project planning. These risk assessments have been considered in the identification of evaluation and performance measurement projects. The risk assessments also factor significantly in the scoping of projects, and consequently, resourcing and time frames.
The first risk consideration is referred to as Mission-Risk and includes the following elements:
- Size of population affected or targeted by the program
- Consequences if the program or infrastructure risk materializes
- Probability of the program or infrastructure risk materializing
- Degree of control or influence by the Department
- Time available to prevent, mitigate, avoid risk
The second risk consideration is that of materiality, which includes the following elements:
- Funding profile
- Public confidence
- Political sensitivity
The third risk consideration is that of performance information availability. This is a key concern in determining the scoping and sequencing of evaluations. Elements included in this risk consideration are:
- Sound underlying program theory
- Robust performance management framework
- Quality evaluation
- Continued relevance of existing performance information
- Time available to generate required performance information
The Evaluation Process and Protocols
EPMRB is guided by the TBS policy and standards on evaluation (April 1, 2009). For program and senior managers whose programs are being evaluated by EPMRB, the following principles guide the evaluation process:
- EPMRB consults with the program in developing the Terms of Reference;
- Program Assistant Deputy Ministers sign off on the Terms of Reference,
making any financial and human resources available that may be needed
to complete the evaluation;
- Programs identify a program contact to facilitate the evaluation process,
ensuring that evaluators and their contractors have unrestricted access
to documents and other sources of information;
- EPMRB shares all reports related to the evaluation with the designated
program contact who will then ensure timely consultation with other program
officials involved in the program, including regional staff;
- A comprehensive summary of the preliminary findings is presented to
the program for validation and shared with the EPMRC to allow for their
meaningful engagement and quality assurance;
- The draft final report with recommendations incorporating changes from
the validation process is provided to the program within six weeks of
the report being tabled at EPMRC;
- Upon receipt of the draft final report, the program ADM prepares a
Management Response and Action Plan (MRAP), which is submitted to EPMRB
for review prior to submission to EPMRC for approval;
- EPMRB ensures that the evaluation recommendations flow clearly and
logically from the findings. Should the program be unable to accept and/or
implement the recommendations, an explanation will be provided in the
MRAP; and
- Once approved by the Committee, EPMRB finalizes the report and submits it to INAC's Access to Information Privacy Unit and Communications Branch prior to posting the report and MRAP on the departmental website.
