There are 45 institutions, boards and commissions for which the department has appointment responsibilities, in addition to being responsible for reporting to Parliament on the federal government institutions that fall under its portfolio.

How appointments work

Several of the organizations for which the ministers have appointment responsibilities have been established under land claims and enabling legislation to carry out functions associated with resource management and dispute resolution. Many play a particularly significant role in the North. Others have an advisory role to the ministers. These organizations (boards, panels and commissions) are physically located across the country and vary in scope.

Beverly and Qamanirjuaq Caribou Management Board
Minister of Crown-Indigenous Relations

The Beverly and Qamanirjuaq Caribou Management Board is a co-management board composed of Indigenous hunters, government biologists and wildlife managers. As an advisory board, it works with governments, communities, industry and other organizations to develop recommendations for the conservation and management of the Beverly and Qamanirjuaq caribou herds and their ranges.

Eeyou Marine Region Impact Review Board

Eeyou Marine Region Planning Commission
Minister of Crown-Indigenous Relations

The Eeyou Marine Region Planning Commission is responsible for preparing land-use plans, which are approved by the Governor in Council and the Executive Council of the Government of Nunavut. The commission collaborates with regional planning partners to coordinate various land use plans and monitors projects to ensure compliance with approved land use plans.

Environmental Impact Review Board (Inuvialuit Region)
Minister of Crown-Indigenous Relations

The Environmental Impact Review Board (Inuvialuit Region) carries out environmental impact assessments and public reviews of development projects referred to it by the Environmental Impact Screening Committee. The board decides whether a project should proceed and, if so, under what specific terms and conditions. In making its decisions, the board considers the need for wildlife compensation, mitigation, and remedial measures.

Environmental Impact Screening Committee (Inuvialuit Region)
Minister of Crown-Indigenous Relations

The Environmental Impact Screening Committee (Inuvialuit Region) conducts environmental screening of development proposals affecting the Inuvialuit Settlement Region to determine whether they could have a significant negative impact on the environment or on wildlife harvesting. Development proposals so identified are referred by the Committee to the Environmental Impact Review Board or another appropriate body or bodies for an environmental impact assessment.

Environmental Studies Research Fund Management Board

The Environmental Studies Research Fund Management Board manages the Environmental Studies Research Fund, a research program that sponsors environmental and social studies. It is designed to assist in the decision-making process related to oil and gas exploration and development on Canada's frontier lands, including all terms and conditions.

Gwich'in Land and Water Board

The Gwich'in Land and Water Board provides for the conservation, development and utilization of the land and water resources of the settlement area in a manner that will provide the optimum benefit for past residents, future residents and Canadians of the settlement area and the Mackenzie Valley.

Gwich'in Land Use Planning Board
Minister of Northern Affairs

The Gwich'in Land Use Planning Board has jurisdiction over developing, reviewing and proposing approvals, exceptions and amendments of the land-use plans within the Gwich'in Settlement Area. The board recommends the settlement area land-use plan for approval of the territorial and federal governments and the Gwich'in Tribal Council. The board may propose amendments to the approved plan, monitor compliance with the plan and conduct periodic reviews.

Mackenzie Valley Environmental Impact Review Board

The Mackenzie Valley Environmental Impact Review Board is the main instrument in the Mackenzie Valley for environmental assessments and environmental impact reviews of developments. It ensures that the impact on the environment and concerns of Indigenous people and the general public are taken into careful consideration before actions are taken in connection with proposed developments.

Mackenzie Valley Land and Water Board

The Mackenzie Valley Land and Water Board has 3 main functions:

  • process trans-regional land use and water use applications in the Mackenzie Valley
  • provide direction to regional land and water boards on general policy matters concerning the use of land and water or the deposit of waste that requires consistent application throughout the Mackenzie Valley
  • issue land use permits and water licences outside settled land claim areas in the Mackenzie Valley.

Nunavik Marine Region Planning Commission
Minister of Crown-Indigenous Relations

The Nunavik Marine Region Planning Commission is responsible for establishing, in conjunction with government, broad planning policies and objectives for the Nunavik Marine Region. The land use plans guide and direct resource use and development in the Nunavik Marine Region. In addition to fulfilling those objectives, the commission performs such additional functions as may be agreed upon, from time to time, by government and the Makivvik Designated Organization.

Nutrition North Canada Advisory Board

Porcupine Caribou Management Board

The Porcupine Caribou Management Board provides advice and makes recommendations to governments and other boards and agencies for the conservation and management of the Porcupine Herd and its habitat. Tłı̨chǫ Dispute Resolution Administrator and Deputy Dispute Resolution Administrator

The Tłı̨chǫ Dispute Resolution Administrator and Deputy Administrator attempt to resolve disputes through discussion and mediation before invoking a court process related to any of the following under the Tłı̨chǫ Agreement:

  • any matter which the Agreement stipulates may be resolved in accordance with chapter 6 of the Agreement
  • a dispute between government and the Tłı̨chǫ Government concerning the interpretation or application of the Agreement
  • any matter which an agreement between government and the Tłı̨chǫ Government stipulates may be resolved in accordance with chapter 6 or may be dealt with under 6.4 of the Agreement.

Wek'eezhii Land and Water Board
Minister of Northern Affairs

The Wek'eezhii Land and Water Board is responsible for regulating the use of land and water and the deposit of waste throughout the Wek'eezhii except in a national park or a national historic park or site administered by Parks Canada. Wek'eezhii Renewable Resources Board
Minister of Crown-Indigenous Relations

The Wek'eezhii Renewable Resources Board establishes policies and proposes regulations in respect of the harvesting of wildlife, both on a personal and a commercial basis, on commercial activities related to wildlife including commercial establishments for harvesting, guiding and outfitting services and hunting, fishing and naturalist camps and lodges. The board approves plans for the management and protection of wildlife, the designation of conservation areas and endangered species, interim management guidelines and park management plans as well as regulations proposed by government. It also establishes rules and procedures for consultation and reviews any matter in respect of wildlife referred to it by government.

Yukon Dispute Resolution Board
Minister of Crown-Indigenous Relations

The Yukon Dispute Resolution Board provides a comprehensive dispute resolution process to resolve disputes which arise out of the interpretation, administration or implementation of settlement agreements or settlement legislation. It facilitates the out-of-court resolution of disputes in a non-adversarial and informal atmosphere. The decision of an arbitrator is not subject to appeal or to a judicial review in any court except on the ground that the arbitrator acted beyond or refused to exercise jurisdiction. In such a case, an appeal would be within the jurisdiction of the Supreme Court of Yukon.

Yukon Environmental and Socio-economic Assessment Board

The Yukon Environmental and Socio-economic Assessment Board ensures that mandatory screening or reviews of a project are conducted and written recommendations are made to a decision body concerning any significant adverse environmental or socio-economic effects of the project.

Yukon Surface Rights Board
Minister of Northern Affairs

The Yukon Surface Rights Board resolves disputes between surface and subsurface interests, only after the parties have gone through negotiations of an agreement. Failing agreement between parties, the board establishes the terms and conditions of a right to access, if any, to settlement land and determines compensation allowed for access and for land expropriated.

Yukon Training Policy Committee
Minister of Crown-Indigenous Relations

The Yukon Training Policy Committee deals with training matters resulting from the land claim negotiations. The committee supports Yukon First Nations people to obtain training to implement land claim agreements and participates in economic opportunities arising from its implementation.
